On a Questbound character, completing quests is your only source of XP. Killing mobs gives nothing. Clearing a dungeon gives nothing. Gathering, exploring, grinding — all zero. To keep the climb fair, quest XP is boosted by 15%. If you want to reach level 80, you do it by working through Azeroth's, Outland's and Northrend's quest lines, one zone at a time.
Questbound is picked once, when the character is made. It can't be switched on for an existing character or turned off later — the run is the whole point.
Every quest pays out its full Blizzlike XP plus a flat 15% bonus. Turn-ins, chains, group quests and dailies all count. Nothing outside of quests moves the bar.
Kill a mob, clear a raid, mine a node — the XP bar doesn't move. You'll still get loot, gold, reputation and drops, just no experience.

Yes — anything that multiplies quest XP (heirlooms, rested, event bonuses) applies normally. They just have nothing to multiply outside of quest turn-ins.
